*Normal Work Schedule*: Monday – Friday 8:00am to 4:30pm.
Additional hours, including weekends and holidays may be required.
*ESSENTIAL FUNCTIONS AND DUTIES* include the following.
Other duties may be assigned as dictated by operational necessity.
* Receive plans and specifications from contractors and owners, review for compliance with building codes and ordinances adopted and enforced by the City.
* Supervise the work of assigned employees and support staff to assure conformity with pertinent City codes, ordinances, and statutes.
* Answer code questions from contractors and general public.
* Keep abreast of SBCCI Building Code changes, as well as State Statutes and ADA Codes, by either reading or attending seminars and workshops.
* Prepare and attend various meetings, such as DRC and Building Board.
* Confer or correspond with contractors, tradesmen and the general public as necessary to advise them on construction requirements and other building related codes of the City.
* Prepare the Departmental budget, make procedural and operational recommendations, and monitor expenses for budgetary compliance.
* Approve all construction permits and inspect for compliance with code and other City regulations.
* Serve as an advisor to boards and committees on building and related code requirements.
Make presentations to City Council and other governmental agencies relating to building code compliance.
* Maintain records and provide reports, as required by applicable law and the City, of all building, electrical, plumbing, mechanical, gas and miscellaneous permits; as well as maintain records of certification and licensing of all contractors.
* Bring contractor licensing violations to the Building Board.
* Establish and monitor permitting fees.
* Solve field problems with home owners, contractors and inspectors.
* Meet with home owners and contractors.
* Interpret codes when conflicts occur.
* Assists is the coordination of the City’s Floodplain Management Program ensuring that the City of Punta Gorda meets FEMA’s minimum NFIP participation requirements; * Assists in overseeing the City’s FEMA Community Rating System (CRS) for flood insurance discounts.
* Assists in the application of the City’s Floodplain Ordinance, regulations, policies, and procedures, and inspection processes related to the Floodplain Management Program; * Explains floodplain development requirements to community leaders, citizens, and the general public; * Maintains records and documents that keep the community eligible to participate in the FEMA’s NFIP and CRS program; * Maintains the Community Floodplain Management Reference Library; * Provides assistance to FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), Community Rating System (CRS) Program reviews, and other floodplain management program activities; *MINIMUM QUALIFICATIONS*: To perform this job successfully, an individual must be able to carry out each essential duty or responsibility satisfactorily.

*EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:* * Must have at least ten (10) years’ experience or equivalent, as an architect, engineer, inspector, contractor, or superintendent of construction, or any combination of these, five (5) years of which shall have been in a responsible charge of work.
* Must have a valid Florida driver’s license.
* The Building Official shall be certified as a Building Official through a State of Florida recognized certification program and a Certified Plans Examiner.
* Must be able to obtain 14 credit hours per year to keep state certificate active.
* Training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM®) certificate or ability to obtain training and certification within 1 year.
* Graduate from an accredited four year College or University with a Bachelor of Science Degree in Engineering, Civil Engineering or Environmental Engineering preferred.
* Professional registration as an Engineer for the State of Florida highly desirable, but not required.
*SUPERVISORY RESPONSIBILITIES:* Exercises direct supervisory authority over building inspectors and clerical staff within the department, including but not limited to weekly or bimonthly meetings with direct staff as well as other department managers.
