FLSA Status: Non-Exempt Safety Sensitive: YES Level II Screening: NO Under the general direction of the designated supervisor, incumbent supervises and directs the activities and operations in city-owned right-of-ways.
Oversees and inspects work of personnel involved in installations, maintenance, repairs, and cleaning of city-wide streets and right-of-ways.
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.
Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems.
Responsibilities and Reporting During an Emergency Situation: Essential Employees may be required to work during a declared emergency.
Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non Essential Employees will not be required to work during a declared emergency.
The employee’s Department Head will determine when the employee will be required to work.
Duties/Responsibilities Schedules, coordinates and supervises the work of personnel engaged in all activities for the city owned system and other Street Division related and components.
Observes operations; troubleshoots malfunctions, isolates defective equipment and initiates repairs.
Provides technical assistance to staff.
Instructs and provides for the training of staff in work methods, use of tools and equipment, and relevant safety precautions.
Inspects and evaluates work being performed; identifies problem areas and directs remedial action.
Responds to and investigates complaints and requests from City officials and residents.
Estimates time, materials, and equipment required for assigned jobs.
Recommends special work or necessary equipment maintenance; reviews completed work.
Responds to emergency situations as necessary.
Researches and tests new technologies and/or equipment; recommends appropriate implementation in order to improve side walk and street safety.
Supervise the cleaning of trash and debris from City right-of-ways.
Inspects city wide right-of-ways including concrete, ditches, streetlights, and asphalt.
Carries out the safety program; ensures subordinates follow safety policy in work methods and procedures; enforces proper safety precautions while working in dangerous situations; educates employees on rules, regulations, safe work habits and potential hazards presented by their work environment.
Is required to operate a motor vehicle in the performance of assigned tasks.
This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES Basic knowledge in the use of word processing, spreadsheet, and database software.
Skill in time management and organization Ability to establish and maintain effective working relationships.
Ability to perform under frequent deadlines and/or in response to emergencies.
Ability to speak clearly and persuasively in positive or negative situations.
Ability to exercise judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies and procedures.
Ability to operate necessary equipment including but not limited to a bucket truck, smart phone, computer, printer, copier, facsimile machine, scanner, and calculator.
Minimum Requirements High School diploma or GED Three years’ experience in maintenance, repair, and cleaning of right-of-ways, or related field with a minimum of one year of progressively responsible supervisory experience and/or training that provides the required knowledge, skills, and abilities Must possess Maintenance of Traffic (MOT) Certification approved by the Florida Department of Transportation (FDOT), at time of hire or must be able to obtain within twelve (12)) months from date of hire.
Must possess a valid Class “B” Florida Commercial Driver’s License, and an acceptable driving record.

PREFERRED QUALIFICATIONS Knowledge of routes and streets throughout the City of Fort Myers.
Minimum Requirements This work typically requires the following physical activities to be performed.

Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.
Reaching – extending hands or arms in any direction.
Repetitive Motion – substantial movements of wrists, hands, fingers.
Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
Standing – for sustained periods of time.
Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.

Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
Visual Acuity 2 - color, depth perception, field of vision.
Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
Visual Acuity 4 - operate motor vehicles/heavy equipment.
Visual Acuity 5 -close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.
Walking - on foot to accomplish tasks, long distances, or site to site.
Grasping – applying pressure to object with fingers, palm.
Handling – picking, holding, or working with whole hand.
Hearing 1 – perceiving sounds at normal speaking levels, receive information.
Hearing 2 – receive detailed information, make discrimination in sound.
Kneeling – bending legs at knee to come to rest at knees.
Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
Pulling - use upper extremities to exert force, haul or tug.
Work performed is primarily Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects WORK ENVIRONMENT May be required to work hours other than the regular schedule including nights, weekends, and holidays.
Contact with internal and external customers, vendors, outside agencies and the general public.
Occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; and vibration.
