*Purpose of Job:*
Under direct supervision of the Public Works Director or designee, provides inspection, compliance monitoring and general administrative duties with an emphasis on maintaining the District’s infrastructure including but not limited to the stormwater management system compliance and maintenance, roads, lighting, signing, and contract management to comply with District regulations and policy.
*Duties/Responsibilities:*
Assist Public Works Director or designee with the following:
* Manage projects as directed by the Public Works Director or designee.
* Investigates complaints regarding road conditions, drainage or other municipal works, schedules and coordinates maintenance and repairs.
* Reviews plans for new construction or developments for compliance with District policy and procedures.
* Oversees the assignments, scheduling, and work quality of contractors.
* Assist Stormwater Specialist with overseeing entire GSCDD Stormwater Management system (NPDES & MS4) activities for compliance with required Stormwater Permit regulations, violations and yearly reporting.
* Assist Stormwater Specialist with coordination and supervision of contracts for Bathymetric studies, pond maintenance, conservation area maintenance, aerator maintenance, and stormwater pipe inspection and cleaning.
* Training of new employees or cross-training of current staff as needed.
* Provide weekly/monthly reports and photos to the Public Works Director or designee as requested.
* Acquire and maintain all necessary licenses or certification required for position.
* Performs other duties as assigned.

* Integrated Pest Management (IPM) including but not limited to recognition of Category I and II invasive species list and management of wetland trees and pests.
* Permit knowledge and reporting of State, County regulations regarding National Pollutant Discharge Elimination (NPDES), Municipal Separate Storm Sewer System (MS4)
* Work cooperatively with staff and public.
* Act quickly and calmly in emergencies.
* Work outdoors in various weather conditions.
* Knowledge of the principles, practices, techniques, and instruments of water quality analysis.
* Knowledge of scientific research techniques including the collection of sampling data and preparation of environmental reports.
* Knowledge of OSHA regulations and recognized safety operating practices for field monitoring activities, safe workplace.
* Ability to apply computer applications and software.
* Ability to adjust, operate, maintain field monitoring and sampling equipment.
* Ability to read and interpret blueprints, plats, maps, aerial photos, and diagrams.
* Ability to prepare reports and interpret laboratory results.
* Ability to operate basic computerized data analysis equipment.
* Able to work weekends, varied shifts and odd hours as needed including public emergencies.
