PURPOSE OF CLASSIFICATION: The purpose of this classification is to perform skilled inspection of building sites to ensure compliance with the local and State codes, ordinances and regulations.
Employees in this class possess a working knowledge of building construction methods, materials, and principles, as well as applicable City, County, regional, and State regulatory practices.
Inspections are conducted independently but in accordance with department regulations and established technical standards.
EMERGENCY RESPONSE STATEMENTEvery City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.
All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description.
Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
EXAMPLE OF DUTIES The following duties are normal for this position.
The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Inspects construction sites throughout the City to determine compliance with the City's Construction Site Management Ordinance.
Reviews plans to ensure compliance with the City's Construction Site Management Ordinance.
Issues notices of violation, citations, and/or stop work orders where violations exist.
Maintains records of code enforcement cases, tracks, and verifies compliance.
Checks permit numbers and approved plans on site for comparison of documented data to actual work performed.
Performs a variety of investigative activities; investigates contractor licensing violations in coordination with Collier County Contractor Licensing Division as well as proper permitting of construction work.
Prepare and presents various investigation elements concerning code violations to the Code Enforcement Board.
Performs follow-up investigation to ensure compliance with the Code Enforcement Board findings.
Investigates complaints and takes the necessary steps to achieve compliance with City codes.
Inspects demolition sites for compliance with City codes.
Performs follow-up inspections as necessary.
Inspects fences to ensure compliance with City codes.
Prepares daily and monthly records and reports of inspections performed covering conditions found, actions taken, and recommendations made for further action, as well as names of owners, builders and addresses of inspections.
Attends and participates in workshops, meetings, seminars, and/or training opportunities regarding certification, to acquire current industry knowledge, and to maintain current knowledge of regulatory developments.
PERFORMANCE APTITUDES: Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria.
Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
