Job Summary The Road, Bridge, and Stormwater Maintenance Division is seeking a field supervisor to join our stormwater maintenance team.
The position supervises a crew responsible for maintenance/repair activities and operation of equipment within the county's roadside swales.
Essential Functions • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates daily work activities for workers engaged in operating equipment and performing maintenance/repair work associated with various projects within an assigned Department/Division of the County; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
• Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations; conducts safety meetings; implements Maintenance of Traffic (MOT) plans; and coordinates activities to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; reports accidents, injuries, and other incidents.
• Supervises, prioritizes, schedules, and coordinates projects; initiates and/or responds to work orders to conduct various maintenance projects; determines and coordinates necessary equipment, materials, and manpower to conduct projects; prepares or obtains cost estimates; plans work activities to minimize down time in equipment operations or work areas; dispatches crew members, vehicles, or equipment to work sites as needed; monitors status of work in progress and progress in meeting project deadlines; inspects completed work; reports damage/vandalism, potentially hazardous/dangerous situations, or other problems to supervisor; and responds to problems or emergency situations.
• Coordinates projects and work activities with other Departments, contractors, utility companies, outside agencies, or others as needed.
• Conducts inspections of systems, equipment, , or other facilities to identify problems and necessary repairs; reviews maintenance records and inspection reports completed by other staff to identify problems and monitor status of work.
• Plans schedules for regular maintenance work, preventive maintenance work, and special maintenance projects.
• Maintains inventory of Department supplies and materials; monitors inventory levels and ensures availability of adequate equipment, supplies, tools, chemicals, and materials to conduct projects and work activities; initiates requests for new/replacement materials; and obtains competitive bids and price quotes.
• Performs administrative tasks; provides budgetary input and assists in monitoring expenditures; reviews invoices for accuracy, research discrepancies, and approves for payment; reviews logs/forms completed by staff members; develops work schedules to ensure adequate coverage; reviews timecards and forwards for payment; research information as requested; makes recommendations concerning department projects or needs; and assists in developing procedures relating to projects/activities.
• Oversees and monitors work of contracted service providers; inspects work to ensure quality and compliance with terms of contracts; and reviews payment requests from contractors and recommends payment.
• Supervises and assists in performing various tasks involving aquatic control and maintenance of lakes, canals, or ditches; coordinates construction, operation, and maintenance of community park/landscaping, water management system, , ; conducts safety inspections of canals, swales, lakes, or other areas; coordinates application of herbicides, pesticides, insecticides, fungicides, and germicides; coordinates control of vegetation in drainage system for maximum drainage; inspects vehicles and equipment used for spraying; conducts plant/pest identification; determines appropriate chemical types, amounts, rates, mixtures, and spray equipment; mixes chemicals for application of aquatic herbicides and pesticides; loads chemicals and calibrates/maintains spray pumps; cuts/removes weeds, grass, cattails, or other vegetation around lake; provides facility tours; coordinates construction projects; assists in forecasting funding needs for programs and field operations; conducts biological monitoring; deploys and retrieves tide gauges; and retrieves salinity data.
• Supervises and assists in performing various tasks involving road/bridge construction/maintenance or roadside maintenance projects; conducts inspections and surveys of roadways, bridges, sidewalks, and rights-of-way; oversees repair of roads, bridges, and rights-of-way with asphalt and lime rock; oversees installation, repair, replacement, and cleaning out of drainage pipes; oversees construction, installation, and repair of catch basins, curbs, sidewalks, bike paths, and roadside ditches/swales; and oversees maintenance and painting of guardrails, bridges, barricades, and road striping; oversees vegetation control and clearing/mowing of rights-of-way, roadside ditches, shoulders, and medians; and oversees cleaning/sweeping of intersections, roadways, sidewalks, bike paths, and other areas.
• Performs general/manual tasks associated with Division projects and fills in for subordinate positions as needed.
• Performs quality control inspections to ensure quality of division work, products, or operations.
• Responds to complaints and questions related to division activities; research problems and provides information; formulates and initiates plan of action to correct problems/issues.
• Coordinates response to after-hours emergency calls when scheduled for on-call duty.
• Operates a variety of machinery, equipment, and tools associated with Department projects.
• Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition.
• Maintains emergency response readiness for assigned area as an Essential Employee.
• Performs other related duties as required.
Minimum Qualifications • High school diploma or GED required.
• Five (5) years of related experience.
• Fingerprinting Required.
LICENSES/CERTIFICATES • Must possess and maintain FDOT Intermediate Temporary Traffic Control (Maintenance of Traffic) certification.
• Must possess and maintain a Class A Commercial Driver License (Class A CDL) with endorsements.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
Supplemental information Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency.
The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
