Position Summary:
The Management Analyst Real Estate position performs accounting and related financial functions for the Authority’s real estate activities to ensure compliance with funding agreements.
This grants management position requires financial analytical knowledge and skills to assure compliance with federal, state, and local funding sources.
The position requires comprehending regulatory funding sources, contracts, agreements, applications of real estate financing, budgeting, and program operations.
Duties & Responsibilities: Set up, manage, and maintain a financial accounting, reporting, and record-keeping system for all agency grants by Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB), adhering to OMB A-133 and HUD Budget Guidance.
Perform general grant management and oversight for the Department of Housing and Urban Development (HUD) Choice Neighborhoods Initiative (CNI) and other state and local grants, including preparing reports and audits and creating and maintaining compliance documents.
Manage accounts payable and receivable activity for all Grants.
Review, approve, and code all expenses related to the grant(s) to ensure proper adherence to federal, state, and local Budget Guidanceprocess invoices for payment.
Prepare invoices and requests for payment reimbursement to respective funding agencies.
Identify and address errors and inconsistencies and ensure resolution through communication, follow-up, and due diligence.
Analyzes grant funding contracts to ensure proper execution and adherence.
Analyze existing and proposed project funding resources and developer proforma spreadsheets relating to their impact on projects' actual to-budget financial reporting and forecasting.
Address and resolve all inconsistencies and anomalies.
Compiles, analyzes, and prepares statistical reports, project progress reports, and financial status reports.
Review all grant expenses to ensure accuracy and compliance with the Department of Housing and Urban Development's (HUD) Budget Guidance before payment processing.
Monitors and reconciles grant expenses with agencies' finance departments to ensure accuracy for Line of Credit Control System (LOCCS) Drawdown of Funds.
Prepares the yearly updates to the LOCCS Budget Load for review and submission to HUD.
Monitors grant outcomes for continuity with the preparation of federal, state, and local reports (monthly, quarterly, annually).
Assists with managing other assigned Agency projects from start-up to completion, including conducting necessary due diligence for potential development opportunities, resident consultation, and relocation.
Communicates effectively with project team members and other Agency staff on assigned project activities.
Supports managers and staff in the research, analysis, implementation, and monitoring of programs and activities.
Supervisory Responsibilities This classification does not supervise other employees.
This job works independently, under limited supervision, reporting major activities through periodic meetings.

Ability to comprehend grant agreements, effectively communicate requirements for grant resources and prepare and complete writing assignments as required.
Supports the real estate division with review, edits, or re-write of material for procedures and processes.
Maintains content development research records, reports, and files.
Identifies anomalies and inconsistencies, researches to find alternative solutions, and works to resolve them and make recommendations for resolution.
Assists with preparing and completing the Real Estate Department's planning and annual reporting documents.
Participates in development project meetings.
Analyzes existing and proposed project funding resources and proforma spreadsheets as they relate to their impact on project actual to budget financial reporting and forecasting.
Monitors and resolves discrepancies between accounting reports and financial data tracked in the department; serves as a liaison between the Real Estate and Finance departments.
Monitor and track relocation resident Fixed Moving Cost allowance and process payments through coordination with the Finance department.
Generates Grant reports for monthly Board meetings.
Coordinates and collaborates with departments, divisions, and outside agencies regarding Grant's activity and serves as a resource.
Qualifications and Competencies The qualifications and competencies required to perform the duties and responsibilities of this classification are: Work requires knowledge of principles and techniques of housing program financing, contracting, and funding; applicable federal, state, and local laws, regulations, and policies regarding affordable housing projects and program funding and Low-Income Housing Tax Credits (LIHTC); practices and procedures of program accounting, budgeting, and management reporting; contract management practices.
Work requires analyzing and making sound, accurate recommendations on assigned program operations and initiatives and ensuring complete legal and regulatory compliance for assigned activities through precise interpretation of applicable governing policy.
Ability to organize work, set priorities, and exercise sound judgment within established guidelines.
Position gathers data, analyzes information, and reaches sound conclusions and decisions; communicate clearly and effectively, orally and in writing; prepare clear, concise, and complete reports, studies, and analyses.
A typical way to obtain the qualifications and competencies is: Work requires three to five years of experience in Finance, accounting, statistical and database management or a similar field, or an equivalent combination of education and experience.
License Required A valid Florida State Driver's License and acceptable driving record at the time of appointment and throughout employment is required in this position.
Work Schedule and Additional Information: Full-time employment Work hours are between 7:00 am-6:00 pm, Monday Thursday, with 60 or 30-minute lunch Terms of Employment: This is an At-Will employment position.
